Inspecting has got to be fun. You get to see all kind of neat ways to do the job wrong LOL.
So make him put a wire not on that bonding strap and sign it off.

looking at makes you wonder where the bx in the emt to the left is conectedor is it just sleeved

Looks like 3 220V single phase circuits leaving the bottom of panel with a bootleg (nuetral) off the ground wire.
