Thinned Conductor Insulation?

Individual conductor strands are prominently showing in the attached photographs.

Could this be due to a routine manufacturing process, or could it be a defect in manufacturing or resulting from installation (e.g. improper pulling)?

I doubt it’s “thinned”. The insulation appears to be somewhat translucent. I have no idea if it’s made that way or the result of environmental conditions.

Doesn't look like an issue from the photo just the way it was manufactured.

Might be XHHW wire, the insulation material for that is XLPE, cross linked polyethylene, which is essentially heat shrink tubing that confirms to the wire shape.
