This is bizarre ...

We recently encountered what I would call a bizarre installation. There is this service panel, and mounted directly underneath it is a trough containing the main incoming cables from the outside meter box. This wireway contains what I would call "unfused" wiring, and as such should not contain anything else.

Now the bizarre part was someone decided that they needed to install some circuits through this reserved space. Sooooo, they drilled a couple of 2" holes in the top and bottom of the wireway, and installed some 1-1/2" carflex right through it! The branch circuit conductors were then installed inside of the carflex conduit.

So, does this back-door method of installing a raceway inside of another wireway comply with the separation of fused/unfused conductor requirements?
 
I don't know I like the carflex being slipped through. Personally I have used greenfield on the inside of the trough and used ridgid couplings instead of locknuts on the outside to extend the run where it needed to go.
 
As cheesy as the installation sounds, the fact is that the service entrance conductors are not within the same raceway as the branch circuit conductors.

I wouldn't have a problem with raceway inside a raceway because the outer raceway is a trough. But I would have a problem with entering the trough without the proper fitting. They could incorporate a box fitting/connector with maybe rigid couplings inside the trough and some type of conduit between the top and bottom couplings inside the trough.
