That voltage would remain on the enclosure for the time it takes the OCPD to operate. The victim would receive a shock until the OCPD operates.

And this voltage to earth under the fault condition would appear, not only between the faulted enclosure and the earth, but also between all conductive objects bonded to the electrical system and the earth.

Bryan brings up the issue that "normal current" is flowing through the earth by requisite of the NEC. So, no opinions on that?

Very few time does the NEC 'require' connections made that, in themselves cause 'normal' current to flow through the earth.

At a service , yes, but that has as much to do with the NESC as the NEC.

IMO Not much point in changing the NEC on this until the power companies start running separate grounded and grounding conductors. :p

Sam I have been following from the start, I did go back and reread Bryan's post.

I see nothing that changes my statement.

Until a typical house service gets 4 distinct conductors from the utility we will have 'normal' current flowing through our GEC.

I doubt we will see the elimination of the grounding electrode system.

With leukemia and brain cancer already including reduction of EMF as part of a conservative treatment regimine, I think it is only a matter of time until the standard service entrance of today, as a concept, is relegated to the same list that includes things like asbestos and lead in gasoline.
