Thoughts on rough in

Suppose the guy had cut them off but left an inch exposed would that be okay? How about 6 in? 1 2 3 4 5 6 ft? How much can be left and meet your high standards?

And where would this standard be found in the code?

The wrap should be cut flush with the end of the metal jacket. You should not see it after the cable is installed in the connector. Although the metal jacket is not used as an EGC it is required to be properly bonded by the connector. The wrap definitely effects the bonding continuity.

Most people here seem to be complaining about the appearance as opposed to any bonding that may or may not be going on.

I wonder if they would complain as much if somebody laid it back and cut it off so that it actually did interfere with the bonding. Apparently as long as it looks okay it's acceptable to them.

Per nec, redheads are required for AC cable but not MC cable. As far as I know, no MC manufacturer says to use redheads in their instructions. In fact a while back someone posted an explanation by one of the MC cable manufacturers of why they provide a little bag of redheads with a roll of cable, and they said that was just because some people like to use them but they are optional.

It's a free country, if you want to leave your plastic sheath long and dangling out knock yourself out. Most of us take more pride in our work than that.
 
I use to tell my guys they could use the anti-short bushings on their MC if they wanted to. I wouldn't re-order more of them if I found a ton of them stepped on and swept up at the end of the day. Pulling the conductors out of the jacket 1/4"-1/2" and then a few wraps of black tape, then pushing them back into the jacket works just as well if not better. Plus its one less piece of material that you need in your pouch or on your cart.

If it did interfere with bonding I'd say that is a violation. It doesn't look like OP's photo is interfering with bonding though, so I say it may look horrible but probably not any violations.
