One question brought to mind,on a Wye Service three phase of course.PVC condiut underground to transformer utility company,since the neutral has to be brought to service and it is bonded at transformer and at the service main.This is acceptable grounding no equipment ground is needed because neutral is the ground also?It is bonded at service disconnect and transformer.

Yes, generally there is no need for a EGC on the line side of the service disconnect.
 
Yes, on a service the neutral is grounded.

However, it's important to point out that grounding/earthing plays no role in fault clearing. All circuits must have a low impedance path back to the source for fault clearing to be effective, in this case the source is the utility transfomer and the grounded neutral is the low impedance path.
 
The utility transformer is out of the scope of the NEC.

Yes, the grounded conductor from the utility transformer carries any fault current to the source.

We derive the equipment grounding conductor at the service equipment.
