Is it ok to install from meter source to new sub panel and conduit to new panel feeding pool equipment and new addition to house new panel mounted on house with just the 3 feed wires no ground then drive ground rod at new panel for ground the house already has panel inside garage

I see that your question kind of runs together, so its a little difficult to understand, but I'll try to answer it anyway.

If your are basically asking about a 3 wire feed from main to a subpanel, you can't do that anymore. You have to have an egc. And a ground rod, while required at a separate structure subpanel , does NOT take the place of an egc.

A shade tree electrician installed a 3wure feeder to sub panel from meter source and drove ground At sub panel I ran a 4 wire to pool equipment panel and drove a ground rod also I told the customer that the 3 wire feeder needed the ground wire install from main panel just being sure I interpreting the code correctly because they are going with the shade tree s work is correct I just want to let them know it is not correct it is out of city limits and no inspectors

If you're going directly from the meter to the panel and the panel contains the service disconnect then you should only need three conductors. That panel would not be considered a "sub-panel".

But if the meter source also has a disconnect with OCPD (e.g a meter/main), then it is the service disconnect and everything downstream is a sub.

OMG NO NO NO. Sounds like your both shadetree electricians. Stop driving rods all over the place. Subpanels need a proper EGC. Only subpanels installed in separate buildings from the main get an additional rod not EVERY sub panel so the second one on the house doesnt and the pool panel doesnt.
