I have to run 2-2-2 through cinder block do I have to sleeve it with conduit. What’s the best way to do this. Or can I bore a hole and push wire in and duct seal. I have seen a fitting that goes around cable at hole is this enough?
SE cable is rated for direct burial, isn’t it? So can be concrete encased?
Concrete encased means that it's in poured concrete not patched around a hole in concrete block.
This what I was looking for, is it still all right do it this way? I recall a fitting going into the hole but can’t remember the name. I have a 200 amp meter/disconnect and want to drop down two feet and go into the cinder block. I don’t plan on putting this 2” of service cable in anything. I’m in Colorado working on my daughters house. I’m from Ohio and all contacts are there so no one to ask. The disconnect is in the back of the house off the patio.
I would be more concerned if it were subject to physical damage and required protection for that.

The fitting is a sill plate, like an LB cut in half, good for physical protection. If this cable is being inspected I would sleeve it with PVC. Most inspectors around here will make you sleeve something like that going through brick, concrete, etc. Similar to NM (romex), although as Infinity pointed out, you are not "embedding" it.
