Through cinder block

I have to run 2-2-2 through cinder block do I have to sleeve it with conduit. What’s the best way to do this. Or can I bore a hole and push wire in and duct seal. I have seen a fitting that goes around cable at hole is this enough?

In the past when doing service upgrades we would run the SE cable directly through a hole in the concrete block and patch the hole with mortar mix.
 
Concrete encased means that it's in poured concrete not patched around a hole in concrete block.

This what I was looking for, is it still all right do it this way? I recall a fitting going into the hole but can’t remember the name. I have a 200 amp meter/disconnect and want to drop down two feet and go into the cinder block. I don’t plan on putting this 2” of service cable in anything. I’m in Colorado working on my daughters house. I’m from Ohio and all contacts are there so no one to ask. The disconnect is in the back of the house off the patio.

I would be more concerned if it were subject to physical damage and required protection for that.

That’s what I was worried about too. Unless someone was actually trying to damage it, I think it should be ok. It won’t be loosely hanging and be snug again the block.
 
You should check the local codes to see if running SE cable exposed is allowed.

I’m not burying it . I just coming out of meter/disconnect and going into cinder right below it. Maybe foot 1/2 into block. SE cable.

The fitting is a sill plate, like an LB cut in half, good for physical protection. If this cable is being inspected I would sleeve it with PVC. Most inspectors around here will make you sleeve something like that going through brick, concrete, etc. Similar to NM (romex), although as Infinity pointed out, you are not "embedding" it. The EI might question the rough edge on the cinder block.
 
Most inspectors I had dealt with required direct burial or conduit when going through concrete. Even though was using plaster to cover it. Because water wicks through concrete. Even when I foam filled the hole in 99 in VA, the inspector wanted it to be in conduit or direct bury wire. Was for a concrete block blacksmiths area. Only powered about four outlets, including the fan for the forge.
