"625.54 Ground-Fault Circuit-Interrupter Protection for Personnel. All single-phase receptacles
installed for the connection of electric vehicle charging that are rated 150 volts to ground or less, and
50 amperes or less shall have ground-fault circuit-interrupter protection for personnel."

So if a NEMA 14-50R is installed for an EV charger, it must be GFCI protected.

What if a NEMA 14-50R is without GFCI protection and the circuit is labeled "240V-50A receptacle" or "240V welder receptacle." and the owner chooses to plug their car into it?
 
There is a change coming for 2020 that will address this shortcoming. All 125-250 volt receptacles will need GFCI protection in any 210.8(A) location....with no amperage limitation.
