A Baker is a tall, narrow scaffold where I live too also.It's always been my understanding that what makes any scaffolding into "Baker's Scaffold" is just putting wheels on it.

This is one colloquialism of the trades that seems to transcend regions as far as the west, midwest, and back east goes. I don't know why it missed the south.
