tingle shock

we have a slight tingly shock in the dryer and washer when running. I opened the outlets feeding both and everything checks. the washer outlet has a secure hot neutral and ground and the dryer outlet has two hots and a ground all checking out. outside at the ac/heat unit this past Sunday we heard a yelp and the neighbors dog was laying there dead. I ran a rebar rod in the ground about 18" and checked it with the tester to the casing on the unit and got nothing. the unit has two hots and a ground running to the disconnect and then to the unit and it checks out ok. I found that the sub panel has three wires servicing it. there is a ground wire going down and under the house to a smaller size ground rod like for an electric fence. I installed a 5/8" x 8' ground rod and ran a #6 wire to the ground bar in sub panel. The main panel is 150' feet away and if I need I can try getting a ground wire out to it from sub panel.
what do you think? did I overlook something? the neutral bar at main panel is bonded to the enclosure

Sounds like a main bonding jumper missing in one of the panels.

Does the sub-panel have the neutral and grounds tied together?

Have you verified that the equipment grounding conductor between the main panel and sub-panel is good?
 
Male dog?
kinda off topic but wondering if dog was taking a whiz on the AC to get up to fatal current?
