I understand that the panel needs a disconnect, I didn't realize that it needs to be on the outside of the garage. It was a step I did not anticipate.

It doesn't need to be outside of the garage. This is where the inspector is wrong. It needs to be at the nearest entry of the feeder conductors. A panelboard with a main CB will be compliant.

This label on this panel states that the "six handle rule" can only be used if the panel is used as a power panelboard (NEC-2005 408.34(B)), or else it has to have a main breaker installed.
