While I acknowlege the rules (Hell, sometimes, I even obey them! :)), to me, multiple EGC's in one bus hole are no worse than several EGC's spliced together, with only one equal to the largest actually landed on the EGC terminal.

I have, on several occasions, twisted two or three EGC's of the same size and landed them in one hole, but only in a real pinch. Having said that, I do insist on one neutral per hole. Safety, function, and performance come first.

If you planned all along to use tandems, maybe so. You kinda got blindsided, so your pre-planning in using a 30/40 panel paid off. This is among the reasons why you plan with a little wiggle room, in case things like this crop up. Don't sweat it.

(All that electric heat, though... how's your demand load calc look now?)
Based off 220.82 c (6) I would only have about 7000 watts from the original 1.7 kva of heater load so I should be fine that way.

Larry many manufacturers ground bars are rated for more than one grounding conductor under a single lug.Usually they are permitted as long as the conductors are of the same gauge and not larger than a #10.CH panels are rated for up to 3 conductors with those restrictions.At least they were when an inspector tagged a job and we contacted CH for the rating of the ground bar.

When I cut in a panel especially when I know it is loaded I always seperate my grounds and pair them up and twist them before landing them,Just makes a more astecially pleasing panel IMO.But then again I always leave 2 spaces in case a sub panel needs to be added down the road.So a panel will always have 2 full sized spaces available,if not change order time for a sub panel.Never been questioned on this ever.
