Toaster oven turns on

Loose wire or a defective switch to where the slightest vibration closes a circuit.
Which is much more likely to happen with an electronic control board that a simple mechanical relay.

Yes. And it may be a cold solder joint or cracked trace on a circuit board on a very low level control circuit, perhaps even a digital circuit or a related interface. The fact that it now goes through some sort of sequence when plugged that it didn't before suggests that there could be a defect in an electronic control circuit.
 
I remember my Dad had a microwave that would turn all by itself with the door open. Freaked the heck out of me, but apparently it was a common problem with one specific model.

Apparently, the fan and turntable would turn on, but there was still a safety circuit that kept the microwaves off when the door was open.
My Mom had a GE over the stove microwave that did that. Hilariously, it would randomly turn on in its automatic mode for different foods and the display would flash that setting. The first time it happened, Mom called me in a panic and said it turned on and started flashing “Chicken”. She said “I didn’t have any chicken to give it, so I tried veal because it’s kind of a white meat, but it keeps demanding a chicken!” That is still one of our favorite stories at family meals. Mom is turning 97 next month and she no longer remembered it this Thanksgiving, but we all do.

could be something damaged/malfunctioning in the touchpad particularly in that case on the auto mode button and chicken maybe either the title of that button or the first default item that is selectable after pressing that button and automatically starts if no other selection is made.

Or… I just toss out the 20 year old microwave and put in a new one.

She did call an Appliance Repair guy, who said the main board was bad and quoted her $950 for the new one, plus labor and another trip to install it. The appliance store he worked for offered to credit his $175 call out charge toward a new microwave. I looked at their prices compared to Lowe’s and told her to just pay the $175…

But I came home a few days later to find it had been on. It had gotten so hot it broke the glass door and the glass tray inside. Wonder it didn't cause a fire!I didn't even consider getting it fixed, just tossed it and got a new one.
