Why on earth would you think that?

What's your deal tonight? Are you putting on an act? Or are you just against toggle bolts supporting fixtures altogether?

It's not like it's a 20 lb vanity hanging from the ceiling. For the record, I've been also been rehanging vanities in a 19 apartment remodel the exact same way I took them down. 2 toggles in the top and 2 plastic anchors in the bottom. And I'll sleep just fine, they've been mounted that way for 21 years already.

Over the years I have noticed that anyone brought up in housing resi. would rather poke a needle in thier eye than use a toggle bolt whereas a comercial trained guy would not hesitate to let go of that 25 cent toggle instead of a 5 cent screw. Just an observation..............

IMO you can toggle light weight fixtures to walls.

Never from ceilings.

Gypsum board partitions can provide suitable anchorage for most types of fixtures normally found in residential and commercial construction.

To ensure satisfactory job performance it is important to have an understanding of particular fixture attachment so that sound-control characteristics will be retained and attachment will be within the allowable load-carrying capacity of the assembly.

In wood-frame construction, fixtures are usually attached directly to the framing or to blocking or supports attached to the framing. Blocking or supports should be provided for plumbing fixtures, towel racks, grab bars and similar items. Fixture supports used with Durock Brand Cement Board are shown in Chapter 4. Single or double-layer gypsum boards are not designed to support loads imposed by these items without additional support to carry the main part of the load.

The attachment of fixtures to partitions may impair the sound-control characteristics. Only lightweight fixtures should be attached to resilient wall surfaces constructed with RC-1 Resilient Channel unless special framing is provided (see Cabinet Attachment System, following). Refrain from attaching fixtures to party walls so as to provide a direct flow path for sound. Gypsum boards used in the ceiling are not designed to support light fixtures or troffers, air vents or other equipment. Separate supports must be provided.

Drill holes for toggles and vent pipe is directly behind one of the holes

In the time it took to post this you could have drilled new holes. Not a big toggle bolt fan. I'd try to hit at least one stud.
 
Just throw a unistrut rack up there, make sure its long enough to hit a couple of studs. Get youself some 2" lag bolts to hold 'er up. Get some spring nuts and 1/4-20's. Don't forget the fender washers. Should last the HO awhile.

I can't drill new holes, new holes the head of the toggle is visible from the front of the fixture, so if I dril new holes than the fixture is not centered. This fixture mounts on a wood frame around the mirror so I am having the trim carpenter glue wood dowels into the holes

we had this problem. i absolutly hate it when plumbers run there vent pipes directly in the center of the vanity. we have a carpenter install plywood and we screw a pancake to that. if they dont want too we install 2 lights. one on either side of the sink only if the customer says its ok.

i worked with good plumbers that dont do that and i shake there hand
