If I'm not mistaken on a 3-way switch a tic stick always shows hot, on the switch leg you have to use your meter. But it's probably a switched neutral, pretty common around here.

Switched neutrals is a very common practice in nob and tube wired homes.

One traveler is always hot, that's true. When the light is on, two terminals on both switches will test hot; with it off, two at the line-end 3-way will test hot, and one at the load-end will.

Switched nuetral is very common in HO/hack jobs. Always "sniff" those wires before touching anything!!
