Torque Screwdriver Anyone?

Art. 110.14 (D) I've been on several jobs over the course of my career that were commissioned by outside inspection firms in addition to local inspectors. In 100% of these cases they wanted to see my torque records on switchgear and panel feeder terminations. Not once in 40 years was I asked to show any proof or record of torque requirements on devices or smaller circuit breakers. From what I have read, I see nothing that excludes devices and breakers. Is it any less important that we protect these smaller conductors from overtightening than the larger ones? I have a Klein torque screwdriver but I will admit that when I put in devices I will use a standard screwdriver or cordless drill.
 
Bank of America has been the only customer I have known that required it, but I’m sure there are others. They have dual custody of turning any breakers off also. You have to get approval first, then sign that you turned it off, then the second person signs saying you turned it off, then the same when you turn it back on. Doesn’t matter even if it’s a single pole 20 amp breaker.
