An existing 400 amp service consisting of 2-200 amp main breaker loadcenters is being revised to include a backup generator and automatic transfer switch. The transfer switch contains no overload protection and is not listed as service equipment. Do I need to install overload protection ahead of the transfer switch to protect from short circuit and ground fault?

That is correct. There must be a disconnect between the meter and the transfer switch. Also, everything past this disconnect must be wired with separate neutral and EGC.

Or the transfer switch must be service entrance rated and have an integral breaker or switch. It then becomes the service disconnect.
