Transformer design issue

Hi
I am working with US Navy, Djibouti. Here I came up with a small design issue.Here we have a new expansion (entry control gate) going to start. We have a 11 KV to 400 V(2000KVA) substation about 300 meter away from the new site. When I checked the design drawings, I found that from this substation another 11 KV is going to the new site and stepping down to 400 V by 150 KVA transformer via 350 MCM cable. My question is why can't we take the power directly from the 400 A spare breaker existing in the existing substation. Is the voltage drop will be in acceptable level? Thanks in advance...

Maybe it's because they don't want both the new entry and an existing entry fed from the same transformer?

Also it seems to me that when public works jobs are bid for design, the designer has no incentive to explore the most cost-effective, efficient install, but rather over-designs the crap out of everything to boost their own income from the work.
