Transformer GEC

I came across a 75kva transformer set right next to the main distribution panel for a large processing facility. The transformer had the main bonding jumper installed but had no GEC connection. The primary feeder coming into the transformer had a EGC run with it which was landed to the frame of the transformer. Would the close proximity to the MDP which of course has a GEC run to it eliminate the need to run the GEC to the transformer?

No, the transformer must have a GEC connected to the grounded conductor in accordance with 250.30(A)(3).
