Transformer Location

Malibu Lighting instructions state "Mount power pack vertically outdoors only."

Am I correct in telling the customer that "No - the transformer can not be installed in the basement", even though his arguement is that the LV wire can be installed per NEC Chapter 3.

Is the 411.4(A) referring to the transformer, the wire, or both the transformer and wire?

411.4 says you could if you were using the noted components. If you are then you can.

I would say you are correct in telling the customer no, under 110.3(B).
