Why is it that outdoor pad mount transformers have their nameplate installed inside the LV compartment rather than on an exterior surface?

So that they remain legible after the transformer has been 'tagged' by local artists.
Actually there does not appear to be a single standard, it is likely up to the local POCO. I have seen both complete and partial nameplate information on some exteriors.
