I would contact the architect, engineer & homeowners. Let them know that the specification is absurd -- anything meant to be installed in North America should be able to function on 240 volts +5%/-10% -- and that you're unable to comply with it.
Then propose a buck transformer. (or two, if voltage symmetry is required) Let them know that it will provide approximately 220 volts today, but that it will not maintain the ±4% voltage tolerance implied by "230V or 210 v is not acceptable". Don't install anything until you get an assurance from the engineer or manufacturer that it's an acceptable installation, or from the homeowners that they're OK with a voided warranty.
I think I'd also get a couple of large, bold self-adhesive labels that say "240 VOLTS" (for the panel(s) ) and "CAUTION - 220 VOLTS". (for the elevator electrical equipment) Maybe even in two different colors.
And don't forget to bill them for the time you spend farting around with it.
