Transformer Primary Disconnecting Means

Can the circuit breaker supplying a 112.5kVA, 480-208/120 transformer be considered the disconnecting means per 450.14 if I install a permanent lock hasp on the breaker? It will not be within sight of the transformer.

Yes. The permanent lock hasp renders the circuit breaker lockable in accordance with 450.14.
