They were stated as Transformer spec: 208 primary 120/240 secondary
What would lead anyone to believe it was three phase? 208V would come from a 2 pole breaker in either a 208Y/120V panel or a 120/208Y panel.
The 120/240V is a standard single phase panel. All voltages are per ANSI C84.1, and have nothing related to 3 phase.
