I have a question . utlities is bring in a high leg 3 pases 190 to ground no neutral . Customer is looking to create 120 208 . What transformer would be best for this situation to create 120 /208 volts
 
What system is the POCO providing? 190 volts to ground doesn't sound right, how do you know that the phase to ground voltage is 190 volts?
 
You're looking for a 240D-to-208/120Y transformer.

Back in the days of 110/220 volts, we called the high-leg 190v.
Does not make much difference what he has as long as it's 240 phase to phase but I agree with Infinity there is still some question on the service. He states "3 phases.no neutral" so it sounds as if it might be a ungrounded.

May be regional also... it was "190" here for a while also. Us ole timers rememeber "190" and the whipper snappers don't even know what a "wild leg" or "stinger" reference is :)

I suspect that’s where you picked it up.

Red leg delta, orange leg service.. so many different names it’s kind of hard to keep up with what electricians want with all the different names depending on where they are from.

Then we do something like build a two pot 120:208.
Or a single phase 120/240 180 degrees off of a three phase 120/208 at 120 degrees
 
Yes the system is 3 phase the high leg is marked yellow and the system has no neutral . Was looking to install a transformer and bring it to 120 /208 with neutral. .yes the building is extremely old old rubber factory in NJ

Didn’t the utility bring 4 wires with the service? The ground is also the neutral until after the service disconnect. The system has a neutral, but it may not have been extended past the disconnect if only 240V loads are served.

In any event, a 240 delta to 208 wye is what you need.

Are you sure you have a high leg system? The neutral is always part of a high leg system.

Even though a violation, yellow was used for the conductor of a corner grounded system in some areas.
Have you checked the voltages to ground on all 3 phases?

It really doesn't make as difference as you would use the same transformer to get 208Y/120 from a corner grounded delta system as you would for a 4 wire, high leg, delta system.
 
You would use the same transformer, but if no neutral POCO grounded conductor is present you have no choice but to connect it as an SDS.
