My question is what is permissible length of transformer secondary conductor without over current protection? the transformer is a Y step down 480 / 120/240 volt it is in a commercial building is is feeding a main breaker receptacle panel , the panel is at least 80 feet from the transformer . I read under 240-21c the length cannot exceed 10 feet with out protection. Am I right?

It's possible with the right size conductors and over-current devices that you could qualify for 25ft under 240.21(C)(6), but as a general rule, 10ft is most common.

If secondary conductors are outside except for load termination, distance is unlimited [240.21(C)(4)].

Are you a salesman? :) You pointed out the good without pointing out the rest.

There is a good deal more to it than just being outside but yes it is possible.

Yep! ...just covering possibilities without evidence to the contrary. :D
