Transformer Secondary Multiple Loads

Application is single phase three wire 15kVA (13.8kv - 120/240V)

I have secondary overcurrent protection in the form of a breaker at the terminals of the transformer and have (4) loads I want to service off of that breaker.

Once I'm past that OCPD on the secondary of the transformer I no longer am concerned about 240.21(C) "Transformer Secondary Conductors" since that part has to do with forgoing a OCPD at the secondary, right?

I'm guessing I should only be concerned with 240.21(B) feeder tap rules.

A breaker panel with a properly sized Main OCPD and branch breakers may have served this scenario better than a single breaker enclosure that would need to be tapped to serve 4 different loads.
