I am running 3 phase 480 to a transformer to run a 200 amp panel for a IT room. there are only 18 servers 2000 watts ea. how many amp does the 3phase 480 need to be?

Even though we're not supposed to give advice to those outside the electrical industry, I'm going to do it anyway. My advice is to hire a professional. Either get an electrician or an electrical engineer to do the sizing for you, and definitely get an electrician to do the installation. You can thank me when everyone goes home alive.

It seems to me that your best bet is to find a professional of some sort to size this for you. The electrical contractor you have selected to install this stuff should be able to handle sizing things for you.
