Pierre,
There are many buildings well over 40 stories that only use rebar and concrete without any type of steel beams or columns. Here is a 64 story concrete building. The worlds tallest concrete building is 80 stories.

Even if there is steel inside the concrete would the structural engineers want us to access it?

We work in a lot of masonry buildings and must run GECs back to the main service electrodes from each transformer.

We do this just as spelled out in 250.30(A)(2)(b) and 250.30(A)(3), and as illustrated in handbook Exhibit 250.15.

One common GEC with taps to each SDS.

Just an update here folks. The buildings original structural engineer has confirmed that this building contains no structural steel. Just rebar and concrete. As a sidebar there also happens to be some pumping stationson various floors in the building for the water supply to the upper floors and pool. No bond is provided around these pumps.
