Thoughts? Seems to be this is a clear violation as the conduit is not bonded on either side or either one side.

What say you all?

Yes a violation as shown in the photo without being bonded to both ends of the raceway unless it's aluminum which is could be with the label, threaded end and the thread less connector.

Yes non-ferrous raceways containing a GEC do not require bonding at both ends to the GEC. So non-ferrous raceways such as PVC, aluminum, etc. do not need to be bonded.
