Agreed. I have a friend who does freelance excavating on the side.
He claims that if you hit a fiber trunk line, it can easily get into 5 figures to repair and he carries insurance that covers this.
5 figures?? He’s off. A main trunk Can get over 1 million easily
It’s not the cost of repairing lines, they charge you for the loss on the line and the transfer of the tolls

It may cover it, but they will likely give you a hard time if you have a claim for something like this if they have no indication that you do regular excavation work and want to add on some rider to your policy going forward.

As mentioned don't hit a main trunk line, those get costly. Price to splice may or may not be all that much more but they will try to get lost revenue during the down time out of you as well and probably at worst case rates instead of what actual loss may have been.

Most places have one call laws, the utilities usually only have certain amount of time after request and they must have locating services performed, weekends and holidays are usually not counted in that required time so if you call on Friday you may not be able to dig until at least Tuesday or even Wednesday the next week.

If they fail to locate or do not locate accurately it should not be your liability if you damage it. You generally are supposed to hand dig within 18 inches of the location of marked utilities also so you don't damage them too easily. If it is within 18 inches of where they marked it and you do damage it you likely are still liable for damages.

When I trenched for gas for my house, I called 811 and they marked it. Only they said the end was about 3 feet short of where it was. Quite a leak when I hit it with the mini-excavator. But I had taken pictures of the marks before I dug, so they just fixed it.
 
One the local TELCO's has a contractor that does all their 811 locates.

If you ask how deep they won't tell you, won't even give you a guesstimate. If you are there when they do the locate he will let you look at the display on his locator but won't talk about what it says.
