I am voting with the "phantom voltage" caused by induction. I've never seen it in a house. But I see it all the time in long raceway runs.

Note that phantom voltage caused by induction will be present only in proportion to the current in the inducing circuit.

the light was on a lighted 3way, why would lighted switches or dimmers give you this reading?

A lighted switch which is lit when the switched light is off may use the controlled light as its return path to neutral (especially if there is no neutral present at the switch location).the light was on a lighted 3way, why would lighted switches or dimmers give you this reading?
That means that with the switch open and the light bulb removed the small bulb in the switch provides full line voltage to the switch leg at the fixture.
