Would a utility tunnel going down 25' below grade,starting indoors and ending indoors,need to be treated as a damp location if the tunnel is completely sealed with water proofing between the exterior and earth?

I would say ?yes.? Any air that is in the tunnel (and we can all hope there will be air) will have some percentage of humidity. Changes in temperature of the surrounding dirt, however slow those changes take place, can and will force some of the moisture out of the air, and deposit the moisture on the walls and on the cables. I would call it a ?damp location,? but not a ?wet location.?

this particular tunnel is extremely dry ,air flow is continuous through the tunnel and the temp ,as far as I can tell is consistent. I agree with you and I have installed the electrical as a damp location should be installed. I was only wanting another opinion.
