Two ballast of 8 foot fixture.

Is there a code section that would not allow a 8 foot light fixture with two ballast, each ballast feed from a 20 amp single pole breaeker in different sub panels? The reason is the owner wants to stage is transfer switches so that only half the lighting is on when gen. first starts and bring the rest of the lighting later. Thank you.

Be sure to install separate grounded conductors from each panel along with the respective hots.

If the second ballast is to also be run by generator, why not use a time delay relay to stage the contactors for the second ballasts instead of having a second transfer switch and panel? Unless the load or exsisting wiring justifies adding a second panel? Just a thought. Your original scenario is do-able also though. The big box stores do this for their lighting, but they do not run the second ballast on generator.
