Two main breaker panels service feed through single conduit and pass-through from Utility meter enclosure question

Is this setup allowed for 2 - 150amp main breaker panels and single utility meter enclosure, getting conflicting information. Single 2in sch40 conduit connection between utility enclosure and 1st panel containing (6) 2/0 Aluminum service cables. Three of these cables passes-though the 1st main breaker panel to the 2nd main breaker panel through another 2in. sch40 conduit. Each 150amp panel is wired with 2-hot, 1-neutral cable. No other cable types pass through the same service cable conduit. The feeder cables to the respective sub-panel cabinets pass through their own separate conduit. Main breaker #1 with the pass-through service cables for main breaker #2 will be labeled indicating the pass-through service cable disconnect is located in main breaker panel #2.
 
The pass through is fine, but your conductors are too small. You can only use the 75° ampacity and 2/0 aluminum has an ampacity of 135 amps. In addition, if ampacity adjustment is required, the ampacity would only be 120 amps. Ampacity adjustment of 0.8 would be required because you have 4 current carrying conductors. That would apply if the first raceway is over 24" long.
