There are more issues than whether it is NEC compliant if energized circuits are allowed to be worked on by unqualified persons. This would be more of an OSHA and NFPA 70E issue.Due to safety concerns it is not permitted at GM. 1 circuit could be energized and the other deenergized and someone starts working on conductors or conduit.
