1. Is it permissible to install an electrical receptacle in a plenum rated ceiling? I cant find where it would be prohibited under article 406. I ask this question because there was a master electrician that worked here a few years ago that always stood by the fact that an "arcing device" was not allowed in a ceiling since we have an entire building where the tenant had an electrical contractor install a grid of "twist-lock receptacles" about every ten feet which allowed them to plug and un-unplug their modular furniture systems without calling an electrician.

2. I have an 18 circuit panel (SQD-NQ) rated at 100 amps, 3 phase, the raceway to the panel consist of a 200' run of 1-1/4" EMT, I intend to run #3 THHN Copper (Good for 100 amps in the 75 degree column of 310-16) and protect the wire with a 80 amp main circuit breaker. I intend to use the panel it in a breakroom to feed kitchen equipment. I dont have a calculated load on the drawings I received but they do show the equipment list which is: 2 refrigerators, a coffee maker, a microwave and a vending machine, each will have its own branch circuit. Does anyone see a problem with the feeder wire size, MCB, Voltage Drop or see anything else that can be brought into question?

This looks good, 200' doesn't present much of a voltage drop issue and your'e already 20% over.

I'm no plenum expert so I'll leave that alone.

Are the receptacles above the ceiling, or in the ceiling (as in, mounted on the tiles facing downward)
 
The receptacles are above the plenum rated ceiling and they have made the whips with flexible conduit and attached a cord-cap to the end of the flexible conduit by squeezing it on like you would with a larger type of cord.
