Two separate countertops

According to 210.52(B)(3)......If I have two separate countertops in a kitchen, do I have to have both SA circuits hit both counters? Or can I have one SA circuit do #1 countertop and the other SA circuit do #2 countertop:-?

Thanks....The reason I asked this question is because I am currently reading Mike Holt's Understanding the NEC Vol. 1. On page 76 under the Author's comments, the last bullet says "Each separate countertop must be supplied with two small appliance circuits [210.52(B)(3)]."

To me, that means that I have to have 2 SA circuits on both countertops.:confused:
