Two separate residential Telco services bonded to same ground rod.

Forgive me if I'm putting too much information into this thread.

Our residence is part of a single large structure. This structure is our residence as well as our neighbors (that is two (2), actually three (3), separate residences in a single structure).

Each residence has its own electrical service and each service is bonded to its own individual ground round which are separated by approximately 30 yards, possibly more (I don't know exactly where the neighbors' ground rods are located for their electrical services but I do know that their services are not bonded to our grounding rod or if at all, in actuality. I assume that they are but the structure was built in 1920 and was part of an Edison electrification project).

About a year or so ago our neighbors had a landline installed. The Telco used the NID which houses our connection to install the neighbors into as well.
The NID housing both landlines is bonded to the same ground rod which is the location where our electrical service is bonded to the Earth, which is located forty (40) yards away on the other side of our house.

Is having two Telco lines for two seperate residences located in the same structure structure with seperate electric services bonded to one of the services ground rod a performance issue (ie noise) or safety issue and does it conform to 'code' (in Pennsylvania)? If not how should the bonding to ground be configured in this situation?

Consequently at about the same time as the neighbors installation, roughly estimating, I've been chasing problems with internet disconnects over copper (DSL) and still haven't determined why our phone doesn't work, even though the connection works to the NID. Teclo was out once to investigate the malfunction but did not address the bonding protocol (I have only just considered that issue). I'm getting ready to rewire all of our inside Telephone and internet wiring and would like to understand exactly what is the proper configuration for this collection of installations inside of a single NID. (Consequently before they installed the neighbors phone line I had the NID all neat and tidy inside (which is not an insignificant issue for me to accomplish) but after they installed the other line the left a rats nest. Indeed its some of the sloppiest work I've ever seen (interior phone line used from the NID to the neighbors point of entry, pinched/jammed beneath vinly siding, etc.). I'd be ashamed to admit if I had done such an installation.
