I have a customer that has a Service with 4-200A 120/240volt single phase Disconnects and one 200A 3ph Disconnect on a gutter where each disconnect feeds a 200A Panel inside building. They requested to have Surge protectors installed on each panel. My question is can I just install A Type 2 surge in each panel on a 2pole breaker or would i need to install Type 1 Surge protector also on each Disconnect as well.

Type 1 meter adapter SPD has several advantages for single-phase services.

Some utilities do not permit customer owned SPDs on the line side of the service equipment.

Since too many customers install meter adapter SPD without permission, our utility also revoked authorization for everyone, and now remove them whenever found.
Type 1 SPD is still available in other forms when utility is involved in the process.

I think it is more based on revenue...when they are utility owned it is an added charge on your monthly bill.

Maintaining a utility side SPD may cost less than multiple sub-panel types, especially if utility replaces them after sacrificial events.
