Now I've read these notes a couple more times, and note 1 specifically says single-conductor.

Note 2 talks about a multiconductor cable where only two conductors are current carrying (this is typically what is used at marinas). There is no mention of the cable not being installed in a raceway.
 
Lou-- I don't see why you can't use that table as long as you use the correct column.
The only thing that catches my eye is art. 400.8 (6). Now art. 555.13 does allow conduit to protect cables in certain situations. If you meet these criteria you should be good to go.

The job is this. Floating dock. 14 home runs from #4 up to and including #3/0. Panel is about 60' from the gangway going from the bulkhead down to the floating dock. I told the customer we would have to install junction boxes adjacent to the gangway on shore and run conduit back to the panel. The customer spoke with the local electrical inspector and told me the inspector said we would not need jbs. I don't have a heartach about that position. I am concerned that the NEC may not allow the W to be installed in underground conduit for that 60'. I am also concerned that heat may not dissipate enough to use table 400.5(B).

I just don't know.
