If it bothers you too much, your wire has to 24" w/o conduit, so through a couple layers of dirt in before the water line. Either way, you should be fine. One advantage of the layers of dirt between is you some sort of separation if the water line has to be dug up and a shovel has less chance of catching your wire.

In the late 50's dad and I put the water line 6 and half feet so it wouldn't freeze, The next summer we re dug it to 8 ft it hadn't got cold enough since then to drive the frost that deep.
