Is it legal to run type UFB underground rated cable in the bedding of a tile floor? I have resistive heat cable that is 240v and will be installed below the tile as well and would like to add a receptacle on the other side of the room. I figured if the UFB is rated for concrete that it would be allowable.
 
Probably no.

When UF cable is not installed underground or as direct burial cable, it is being used as NM cable and must comply with the installation and conductor requirements of NM cable per 340.10(4). This type of use would not be permitted for UF used as NM cable.

This interpretation would likely be a more conservative view of your particular question, so I would suggest you bring g the question to your local AHJ for guidance.

Is there a UF that is rated for direct burial in cement? I was looking at 340.12(8) where it prohibits UF from being installed embedded in poured cement. Or is the tile concrete something different?

UF is not permitted to be embedded in concrete it maybe embedded in plaster when part of nonheating leads of cable heat only
