Does any know how a mosture barrier in the slab would affect the use of ufer ground?

If the moisture barrier is only under the slab and not under the footing then there is no problem with the ufer ground. If the moisture barrier extends under the footing then I don't feel that you have a ufer because the footing is not "in direct contact with the earth" as required by 250.52(A)(3).

A local jurisdiction near mine once commissioned an engineering group to perform a study on the effects of the 6 mil vapor retarder and the use of a concrete encased electrode. I don't have nor can locate a copy of that report. I do know that it basically indicated that even with the vapor retarder in place, the earth resistance of the electrode was still on average better than your typical 8' ground rods.

I agree with Chris though. The code is clear as to what qualifies for a CEE.
