Ufer in completely buried hillside foundation? No access to a stub.

Hi folks,

Long time lurker with a first post here. Im not sure what to do here. I have a three car garage/2nd floor apartment that we need to use a ufer on. The back 3 walls are dug into a hillside and will basically be fully buried to 8'. There is no where to stub out in the front of the building since it is a garage and there is no room to bring out a piece of rebar with all the structural steel and engineering requirements (earthquake country here). The logical thing for me to do is just connect to the rebar at the footing and then go straight through the slab and up the wall to the panel inside. this will leave the connection encased fully in concrete. I guess I could leave a small stub through the slab but that's messy and would rather not. My other option is to exit the slab in the back. Loop up to a ground rod and then down to the panel.

Anybody have a similar experience?
