During a rough electrical inspection of a 4-unit apartment building,I observed the installation of 4 separate grounding electrode conductors running from each units load centers to the re-bar (uffer) with number 4 AWG copper. I told the electrician this was     not nessesary because a one time connection to the uffer should only be run from the meter/main service equipment down on ground level.Was he installing an overkill grounding system or was I wrong? Oh yeah, each unit is fed with flexible metal conduit which includes an equipment grounding conductor.
