Scott, if building is as bad as you say (and I'm sure it is) you should inform the inspections deptartment regardless of whether you get paid in full. Notify electrical inspector and building inspector as well. Building deptartment has a lot of authority when it comes to public safety. Let them be aware of the conditions. Then it can be off your conscience.

If there are any Assembly Use groups in the building, they are required to be inspected by building department periodically. Assembly Use in MA building code is basically any space where over 50 persons would gather.
