unbalanced voltage

An existing home has a 10/3 with ground to an oven unit, no cooktop, that keeps burning out. A voltage check indicates 220 across the hot leads, 110 volts hot to ground, but 70 volts hot to neutral. Would this indicate that a staple has possibly penetrated a neutral and causing high resistance. The voltage is correct at the overcurrent device, but falls at the first junction box. Looking for ideas, thank you.

Sounds like extremely high resistance in the neutral circuit between the panel and oven. Look at the splices. If splices are OK then yes a staple could have penetrated.
